How the district started
Organized July 11, 1979 to build and run streets, water, and sewer under Colorado Title 32. An election on September 8, 1981 added open space, trails, and recreation. Five resident directors, similar open-meeting rules to other local governments. Budgets are adopted after a public hearing, on the state’s calendar, not whenever an HOA board feels like it.
District history
